Why does my desktop look fuzzy?

I'm using a Lenovo T60 laptop on a mini-dock, and am outputting DVI to an Acer S231HL bid 23-Inch Widescreen Ultra-Slim LED display, and Windows 10 32bit has the display set at it's 1920x1080 max resolution. I have a 2nd display off the mini-dock using its VGA out, for a dual display of the desktop, however I leave that display, set to 1280 x 1024, off 95% of the time. The laptop's own display remains dark. The main 23" 1920x1080 display has the taskbar, and that's the one that's always on and has all the icons. The icons look fuzzy to me, and more so the names of the icons on the desktop are quite fuzzy. In the past, when I've seen this it was because the display wasn't set at the native resolution but that isn't the case here. Why am I having this problem?

I don't know what to make of that. Tried it, didn't help.

Crazy thing is I can left click on an icon and move it anywhere and while I keep the mouse button down, the icon name is as clear as can be. The moment I release the mouse button, the name is very blurry. I can make it out but I have to strain to do that. It's bizarre and proof that Microsoft are a bunch of creeps who just don't care. I'd go to an open source OS if only I didn't need MS for several of my crucial apps.

If it's 1920x1080, check and make sure Windows 10 isn't using it's "scaling" feature on that screen. It always wants to do it by default on mine when I do a fresh install.

How can I check on that? I've been poking around a ton, didn't see that. Search on scaling in Settings and it doesn't come up with anything. Been watching some videos, no help yet.
