why does kazaa use so much upstream?

kazaa seems to constantly use a 1 or 2 KB/s of upstream for each file I'm downloading, even if each file is only downloading at a few KB/s...so when I'm downloading 5-10 files at once, it maxes out my 14KB/s of upstream and makes it almost impossible to browse the web.

It doesn't "mean" it, but it is used for illegal purposes for like 99.99% of downloads.
