why does it take so long to acquire an IP on a new wireless connection?

my lappy is ridiculously fast (nearly instant) at 1. listing all SSIDs in range and 2. reconnecting to a base station that it already has an IP from

...

but when I connect to a new base station and have to get assigned an IP, like in a restaurant, i wait 5-10 seconds.

why (in technical terms) does it take so long to get the IP from dhcp?

IMHO, coming up with a way to provision new devices into the network in less than 2sec should be on the mobile computing todo list

Public place has other wireless channels with similar frequency. It interferes with other available device to join the network when acquires the network address, presumably!

i dont think it has to do with radio interference because if I already have an IP, it connects instantly and gives a full speed connection.

The delay is something in the process of determining an avail IP for the new device and whatever else needs to be done before the connection can be handed over.

Even with a wired connection, it takes a lot longer to get a new IP address than it does to renew an IP address. I don't know all the reasons.
