i assume when it rains that within the clouds, lightning is flashing around prior to the dropping of rain. And you obviously know (or at least i hope you do) that thunder is just the sound that lightning makes. Thus you might not see lightning b/c most of it is concentrated in the clouds, but you'll definitely hear the thunder, then rain will start pouring.
I have seen a few thunderstorms without rain. Rare, but it happens. But I would have to agree that it's probably that you can hear the thunder first and the rain is probably there.
