Anyone know why I keep seeing these entries in my firewall log...was wondering why IANA keeps sending me these packets?

It's coming from one of the IANA Reserved Addresses. It's not actually IANA but that's what you get when you do a whois for a private IP.

10.239.80.1 is a private IP, are you on a 10.x.x.x network?

They could be routable through his ISP's network. You should definitely traceroute to the address and see where it goes.
