Why does HR beat around the bush?

I went in, felt the interview went good. The lady told me that they're upgrading their "software" that they use in September so they don't want to hire someone right now and then have to train them now and then in September so they aren't doing any hiring at this moment.

Then come to find out, my friend had an interview right after me. I called him and he said he got the job.

The lady told me she's going to forward my resume to the supervisor of the call center and they'll look it over and if they like me they'll call me in for an interview in September.

Why couldn't she just have said thank you for interviewing, at this time it looks like we're not interested in hiring you, thank you for your time and please have a nice day.

???

Oh yeah I rescheduled my A+ OS portion of the exam two days ago and then I find out today that they don't allow 48 hour reschedules through the internet. So I lost out on $145.00 also.

EDIT

I just found out my friend went to his FOURTH interview and not his first that I originally thought. Woot. There still is a chance that I will get a call back.

Honestly the truth hurts but I would rather have heard that instead of having me find out from a friend that he was hired and I wasn't and she was just lying.
 
Because most people are afraid of conflict, anger, shouting, etc. and giving you this lie was a (dishonest and not very ethical) way to avoid all of that.

. . . it's also a way to keep your resume on file in case they do want you later as a replacement.

Yep. You'll find in panel interviews (or interviews with 2+ people) that they're much more likely to tell you outright, as opposed to just one person interviewing.
 
Because it keeps the nutjobs from pulling out a gun and making threats when they say "sorry, not interested"
 
I would have acted very professional. I would not have shouted or anything. Perhaps I may have asked what can I do to improve myself so that the next time I interview with a company... I won't make the same mistakes.

They would have hired me. My friend who went in for the interview has the same credentials as I do. Manager for a cell phone store, A+ cert.

I guess she didn't like when she asked me "What are some points you can work on" And I told her that I'm a workaholic and that my family and friends tell me to slow down a little and relax.

I guess she wanted me to say I need to work on my interview skills.

For the most part, I agree with you. Sometimes, it just seems like they live in their own little world which many cannot comprehend.
