Why does HD LED blink with no HD connected?

Why does my case HD LED blink with no HDs connected? I have a Promise Ultra100 TX2 connected to two HD (each on a channel by themselves) and a DVD-ROM and CD-ROM (Master and Slave) on the Primary MB channel and a CD-RW on the Secondary MB channel (Master). When the ROM drives access the LED flashes like it would if HDs were connected, but when everything is idle it just flashes continously. Any ideas why and how to stop it? Not a big deal really, just curious.

Sounds like another case of possession by demons to me. Best course of action is to drive the demons away using holy water. I suggest you use only the finest holy water available and make sure you cover the computer completely and thoroughly!

But seriously, it is probably auto-insert notification service that is constantly checking your CD-ROM drive(s) for the presence of an inserted CD. If you want to turn off auto-insert notification check out this KB article:
