Why Does Firefox always open behind other windows?

I just noticed this when I upgraded to Windows 10 last week. At first I thought it was just something I was doing, as I had a dozen things going at once (taskbar full of apps).

I noticed it this evening, after a restart and only one other thing open. Only Firefox does it, and it happens consistently: I open an application, like Outlook. Click on Firefox, the profile selector opens in the foreground, I select the appropriate profile, and the Firefox window opens behind Outlook.

Anyone else notice this? Didn't have this problem in 7, and the profiles are exactly the same (I just did the upgrade).

The only thing I have found on google is this old one, and it doesn't look like it was ever resolved. I have not yet tested to see if Flash is the key here, but I do have Flash installed, and it is set to Always Activate, just like it was before (when I didn't have the issue).

That app didn't seem to do anything. Well, I removed Flash (and a couple other add-ons), but no change. Interestingly, stopped using FF's own profile selector, and on the subsequent restarts, no matter what I have in the foreground, FF opens on top. I can select a website from an email, or select the Firefox icon on the start menu, or the quick launch button, Firefox opens as it should.

I am going to try a new install and a fresh profile before I conclude that it's a true bug.

No. This would be exclusive to the built-in profile feature of Firefox (it's not an add-on). The only other browser I use it IE, and it doesn't have such a thing.

I can recreate this issue in my virtual machine (it is also Windows 10), using a tester profile (not syncing, no data in that profile) in addition to my existing one. The only thing the two share is that they both have a profile that uses the Firefox Sync feature (bookmarks, history, preferences).
 
Well, I narrowed it down to the default Firefox Profile Manger. If I don't have it come up, it works fine. If I do, Firefox opens in the background every time.

Backed up my files, deleted both profiles (with files), uninstalled Firefox with Revo, re-installed, created new profiles (without bringing data back): BAM! Same thing.

Oh well. Just updated to the latest version (46.0.1) but no change. I submitted a bug report about a month ago, but only one person looked at it, and it doesn't look like they did anything.
