Why does Double-sided and Single-sided RAM make a difference?

According to the spec for the MSI K8N Neo4 Platinum motherboard,
you can only use single-sided DDR RAMs if you install all 4 blanks in
order to get to 400MHz.

Why does DS or SS make a difference?

Which manufacturer makes SS 512M DDR400 modules. I was
planning to get Corsair Select, but I believe it is DS.

Please help.
