Why does CPU run cooler under Windows Me?

My T-bird 800/K7T raid runs at about 53-55 centigrade when running under Windows 98 on a Maxtor 20gig 7200 rpm drive. .

But when I run Windows Me from a Western Digital 20 gig 7200 drive (also has Win 2000) the T-bird 800 runs at a much cooler 40-42 centigrade.

Both drives are in the same Inwin 500 case, Taisol heatsink\fan, no case fans.
 
Win ME has an integrated utlity like rainfall, that puts at idle priority an halt command on the cpu stack.
That cools it down, but not under load.

So it is a software solution while idling.

Gotta get some more cooling, any suggestions besides a case fan?
