Why does COKE ZERO bottles have NO REFILL printed on the label?

If they can fill it with coke, I can fill it with water right?

If there's some chemical that leeches off into the water, then shouldn't it leak off into the coke as well?

I believe the primary reason is that people use hte bottles for extended periods of time without ever cleaning them, leading to large buildups of bacteria.

because when you refill with dihydrogen monoxide, it poses grave health threats.

All bottles have no refill on them. I think it stems from the olden days when you could take glass bottles back and get them refilled.

The "no refill" refers to bottles that are made to be returned and refilled at the factory, then resold. This hasn't been widespread in the US for a very long time as it was found to be cheaper to make thinner, lighter, and disposable bottles rather than charging a deposit and washing the used ones.
