Why does 2600XT work so bad in XP?

According to the benchmarks,2600xt's performance improves greatly in Vista.Is it the problem of drivers,or other reasons?I think 2600xt should be faster than 8600gts,not only in some games.Will 2600xt improve by the drivers are updating?
