Why do we say a "pair of underpants" when there's only one?

well, consider the pant leg+1/2 the waist section to constitute one "pant".

So, with two of them we have a "pair of pants"

Simple enough.

There's also pair of scissors which makes as much sense as pair of pants..

Good question. Those terms, "pair of pants or panties or underpants" are stupid because there is no single pant or panty.
