Why do they make Bush's CGI double screw up so much?

Watching some of Bush's speeches almost a year ago, I noticed he often goes several minutes at a time in a speech without blinking. This has me fairly convinced he uses a CGI double rather than totally fubaring his speeches himself. Maybe it is because of the ill-effect his speeches would have on the stock market when he used to go on TV during market hours.

So what has me confused is this: If Bush on TV is a computer animation reading a pre-prepared script, why are there so many slip-ups? I mean there are entire sites dedicated to these slipups, along with books with thousands of Bush-ism quotes you can buy. Are the animators having fun?

FYI, it is not a secret that the technology to make a convincing video of anyone saying anything you want actually exists. You can buy software to do this, but the price tag is really high; it is marketed to Hollywood producers so that if an actor dies while they are filming a movie, the computer can render a CGI character doing the rest of that actors scenes and the part of the movie they finished before dying doesn't need to be scrapped. Maybe later I'll dig up the link to this.....

Yeah, that's what the CGI double keeps saying. And then they make him speak out against Arab countries for "rejecting liberty". That's pretty hypocritical, no?
