Why do they call it handcuffs?

Because it is cuffing your hands therefore preventing you from using them

There really isn't much fear in people using their wrists now is there?
 
"Hand" is the ancient hebrew word for "end of appendage" and "Cuff" is ancient Roman meaning "capture or catch".

So really, Handcuff means wristcuff.
