Probably NSA monitoring devices. There's a microphone and light. At night it emits a light frequency stream of the recording so the drones in the sky can pick it up at night by zooming in. 1 hour of voice data is condensed into 1 minute and it skips silence. To the human eye it just looks like a normal light.
