Shave their brows and then pencil in fake ones? I have never seen this done to any great effect, it always looks creepy as all hell.
 
i have friends that tatoo in their eyebrows because they don't want to keep putting it on every morning.
 
I have seen more asian women do this in England. This is just from my observations and other women do it also, but the asian women (middle age ones) I see out and about are the ones that do it...

Cut em some slack, it used to be the fashion in England a few centuries back to shave them and glue on fake ones made of mouse hides :Q
 
It was a big fashion trend in the 50s and 60s. Fashion trends come and go. It might look bad by today's fashions, but then it would have been bad fashion to not do it.
 
Another 'retarded' fashion trend. Just like rolling up the jeans. If Hollywood and the glamour type magazines said walking around with mold growing on your head was the newest fashion, most women would do it.
