Why do some people let their dog drag them?

I'm sitting with my squad buddy when an idiot was being dragged by his dog towards us. I wanted to ask if he was alright and said hello, but the moron froze, wetting his pants. He then stammered out a hello and let his dog drag him on his way again. Why do these people so like being pushed around?
I bet they vent their repressed frustration and fantasies on an online forum too.
