I think the organizers have to pay a yearly fee for their meetup group.

There is monthly cost to maintain meetup group. I don't remember exactly how much, but it is spelled out in the EULA. How much organizer will collect will depend on individual situation. Some do not collect anything, some collect a buck or two per meetup, $5 is rather extreme from what I understand and is mostly charged by "dating" type of meetup groups.
