Why do some country's not allow travelers in with your passport still good?

I plan on going to Japan at the end of this month but found out that Japan wil not allow you in with less than six months due date remaining on your passport. My passport expires in mid November and I plan to be out of the country until July7th. Now I have to pay big bucks to expedite my passport and this will cost me an extra $60 bucks!

Just because you have a valid passport doesn't automatically remove the authority of the governing country to accept/deny your entrance into their country. They don't have to let you in if they don't want to.

What happens when you enter the country the passport is valid, but when it comes time for you to leave the passport expired? Will they still let you leave the country?
