Why do retailers call something "refurbished" instead of used?

This bugs me! WTF is a "refurbished" vid card? I'll tell you what it is: It's a fvcking used vid card. Call it USED, don't pretend you had some high-tech technicians rebuilding the thing from scratch. GRR!

Refurbished = Restored to manufacturer's specifications, includes a warranty
Used = Bought from Joe down the street for $27

Big difference.

Exactly what Viper said.
Also, refurbished can also mean a product that was opened and returned, but never used. In this case, they can't call it new, so they call it refurbished.

What Viper GTS said. Refurbished parts are tested, so you know that they are performing to spec when they leave the warehouse. Used parts may or may not be working when shipped, and you would have no way of knowing because they aren't tested.
