Why do Poeple bump threads in For sale/trade when the deal is basically done?

Have seen this A LOT lately. Is there any way to control this? It moves peoples active threads down a LOT quicker when it happens.

Basically ---- dead thread is what i call it.. 🙂
 
because basiclly is not completely... also some links to the offending what nots would help...
