Why do people stare at your food when they walk by in restaurants?

It seems like everytime I go out someone will walk by and stare at my food. Stop looking at my food! Is what I'm eating that important?

My soon to be father-in-law does that. He has a hard time reading the menus and just tries to find something he'll want to eat while walking to his table. That way he can ask the waiter what they're having and order that.

Its food. Who cares.

I don't do it all of the time but if I do glance at their food it may look appealing enough for me to inquire what it is if I am not already aware. That is how I was introduced to Flan at Mexican restaurants. It's a Mexican custard dessert for anybody that doesn't know. I saw somebody eating it, thought it looked delicious, asked the waiter what it was and tried one out. Now I get one everytime I eat Mexican which is quite often.

They are amazed people still eat there after reading that horrible story about fecal matter and a disgruntled cook from there who was acquitted on a technicality.
