Why do people put xoxo in emails/texts?

I haven't seen xoxoxo. But some people put ;) smileys in absolutely ;) inappropriate places, there ;) is neither irony nor a second ;) meaning to what they mail or IM ;) me!

I have never gotten any emails with xoxo. May have something to do with the fact that I don't get many emails period.

P.S. I didn't even know it is supposed to represent hugs and kisses til now...
