That probably wasn't her intention. Either

1. the surgeon did a shitty job and she deluded herself to thinking she's pretty

2. she genuinely has horrible tastes

3. she cries herself to sleep at night due to her botched surgery

Either way, it really doesn't matter. The outcome of plastic surgery isn't important, but rather the self-perception of the kind of person who would GET such extensive surgery.

Her face looks like collagen, botox, and over tanning. The boobs.. well some girls really don't have boobs as great as they when they have the right clothes on.

Actually with most girls I see, I always automatically think their boobs are actually half the size of what I see from their clothing outline. The exception being those with recent fake ones. They typically try to put out there loud and proud without extra clothes to help emphasize them right away.
