Why do my windows and start menu expand/get smaller when playing games at different resolution?

whenever i play games, like quake1, at a resolution like 300x200, and then exit the game, all the windows will be resized and very small. and the taskbar will be expanded and will take up 3 times the room that it did before. How can i stop this from happening? it never happened on my older win98se system.

i'm running win2k at 1024x768. i have a radeon le.
