Why do my speakers make random noises?

not sure why, but it seems to happen only when there is no sound coming out of the speakers. Usually lasts no more than 5 seconds, then goes away for a few minutes. Happens even after I turn the volume all the way down.
 
Yep. The charger for my old cellphone was right next to my tv, and all night long whenever it was sending or receiving it would make the tv buzz and chirp. If I sat it next to the computer speakers, they would do the same thing.
