why do my rendered videos look like garbage on a tv?

The dvds look good on a computer but bad on a TV.

I rendered it using 1:1 VGA in tmpeg. Would that make it look bad on a tv? should I be using 4:3 NTSC in tmpeg to render them?

sorry, im at work, and I dont have pics... I taped a soccer match and there is a lot of noise around the players and lines on the field when there is far away action...

none present when I play it on my comp....
