Why do my keyboard and mouse always stay on?

I just built my new AthlonXP 1600+ on a Soyo SY-K7V Dragon Plus! in an Antec SX1040 (with the normal pp-412x psu). Even when the system is off, my keyboard (ps2 connection) and mouse (optical, temporarily plugged into ps2 port using usb to ps2 adapter) stay on unless I switch off the psu on the back. I can toggle num-lock and the others on and off, and my optical mouse keeps glowing and gets brighter when I move it just as if the systme were powered on. How can I make them turn off with the system? (I think the mouse turns off if it's plugged into the usb port)

Is it better to have the mouse plugged into a USB port rather than the usb to ps2 converter?

USB is better since it has higher refresh rates than PS/2 but you can always overclock the refresh rates of the PS/2 port mouse using some software utility.
