Why do my elbows get cracked and bleed at the first sign of cold weather?

Been in the 40's - 50's the past few days down here in FL.... What causes my elbows to crack and eventually bleed a little from the cold?

I've started using lotion on them, but damn, they are sore....

LOL, I guess my grandparents are still used to the NY weather, and can take the extra fee degrees. I don't break out the pants until it goes sub 50's (I am from NY).
