Why do m.2 drives cost more than its ssd counterpart?

For example the m.2 850 EVO can be had for $100 while the same drive as a ssd is $10 cheaper. I know m.2 has the potential for 10gb/s but both of these drives are SATA3 only. I would think the m.2 drive would be cheaper since it's just a bare PCB board.
