Probably so the insurgents can't recognize them and kill them (when they're off) or their family.

Maybe put some bunny ears on them or some googly eyes. OR!!! remember dilly boppers? This could be an untapped resource for the masking companies!

have you read about all the car bombings and random killings? most deaths are iraqi police. i wouldnt want to be exposing my face if i were a policeman there
 
WTF!! no wonder they keep getting shot! if someone showed up at my house wearing a ski mask, a kevlar vest, carrying an automatic weapon, all without having any identifying marks on there clothes i'd shoot first and ask questions later too.
