Why do I need a Credit Card attached to my paypal account to recieve a payment?

Before I've always just accpeted, it added it to my balance and then I downloaded it to my bank account.

Why do they want a credit card this time?

Frankly, I don't want Paypal to have my credit card number if I can avoid it.
