why do i have to restart to connect to some websites?

sometimes i get a "cannot find server" error until i physically restart my computer. can't ping the server either until i restart. what's going on?

Could be a number of things, but can you just shutdown your browser and restart just it instead of the whole computer?

tried that, didn't work. however, deleting the temporary internet files seemed to have did the trick. any explanation?
