I have been having to stop then start Server under Services otherwise other users can't connect to my shared folders on my network.
Why is this so and how do I fix it?

Sounds like you have too many connecting and it's hitting the limit. How many user's do you have trying to connect via your shares?

Are you cloning MAC addresses on machines? Have you checked all of them to make sure their isn't a duplicate? It's rare, but I have seen it happen more than a few times.

I am not cloning.
It works fine after I stop the server service then restart it except that I have to do this after every reboot.
