Why do I consistantly get crappy 3DMark scores?

I have an XP 1900+ on an Epox EP-8RDA+ (nForce2) motherboard with 768MB of PC2100 RAM, A Radeon 9500 (np and not modded), and I get about 9800 on 3DMark 2001SE and about 2600 on 3DMark 2003. I also have a Duron 1.2GHz on an ECS K7S5A and it has 768MB of SDR (PC133) and a GeForce4 MX 440 64MB 8X AGP and it gets 2600 in 3DMark 2001SE. Both of these systems use the latest drivers fresh from nVidia, ATI and SiS, yet both are outscored by far by similar systems. I have seen systems comperable to my first one getting 4000+ scores on 3DMark 2003. What am I doing wrong?
 
No I don't have AA or AF on and PC2100 is not going to cut a score in half......Are these other guys lying maybe?
