Why do games run slower when my CPU is running slower?

I'm using RM Clock and when I leave it in power saving mode, it lowers the multiplier to 5x and lowers the voltage to 1v on my AMD X2. So the clock speed would effectively be 1200Mhz. When I play games, the frame rate doesn't dip, but instead they run in slow motion. How come this is happening and would this make everything on my computer run in slow motion?
edit: When I run the computer with a full multiplier of 10x and 2400Mhz it runs at full speed for games.
 
I do not think that C1E and Speed Step (or the AMD equivalent) work well on the performance oriented rigs.

I keep mine disabled in BIOS. In your case, something is surely holding your CPU back...

Cool-n-Quiet is disabled if that's what you're asking. I just leave RMClock to run the CPU at a slower frequency to save power when I'm just browsing the internet, but sometimes I accidentally leave the 5x multiplier on when I go to play a game.
 
I do not use RMClock, but I believe it is the application issue then.

It just doesn't know when to increase the CPU clock. I guess there are some settings that have to be adjusted within the RMClock, or... you will just have to turn it off while playing games.

Maybe even just "ending process" in Task manager will do the job. Ending other "user" processes is recommended for playing games anyway (except, of course, explorer.exe and taskmgr.exe). You can always re-start it after you're done playing games.
 
What games are you talking about? Is the clock speed changing as the game is being played, or is it at 1.2GHz from the time you launch the game?

Sorry for the really late response, but to answer your question, yes it runs at 1.2Ghz while the game is actually being played. The game was S.T.A.L.K.E.R. and one other I can't remember at the moment.
