Why do Flash streams have such bad motion?

Whenever I see Flash H264 streams (like NHL Gamecenter Live), the motion is sort of choppy even though there is a decent bitrate (3 mbps). The picture quality is great, but fast motion just sucks on it.

Is it just that the bitrate is too low for sports? Does the MLB streaming service have this issue? I notice issues with motion on Hulu Plus too, although notably Netflix doesn't seem to have this issue (Silverlight + VC1).

Doesn't matter what computer I use. When I see the raw H264 stream without Flash (by using the iPad app) , the motion is much better.

Is Flash just an awful wrapper for H264?

I would say its because flash is VERY CPU INTENSIVE!! (The higher the bitrate on the media the worse it can be)

Flash isnt really a good (RELIABLE) way to stream media in my opinion! (Hardily any youtube vids work WELL for me)
