Why do file transfers go faster from Windows to Linux than Linux to Windows?

Way to many variables to even hazard a guess really.

Use FTP only and see what happens. This levels the playing field to a very good file transfer protocol. Other than that I'd suspect TCP stack differences. Have you modified either of the stacks or are they default?

I have absolutely no idea what TCP stacks are

So they must be default. I'll look into FTP.

Do you have an on demand antivirus scanner on the Windows machine?

I do, but I just disabled them and there doesn't seem to be any difference
