Why do Europeans use ,'s for .'s and .'s for ,'s?

Because Noah Webster thought the "u" in "colour" was ridiculous and unnecessary. He changed as much of the spellings as he could, but one man can only do so much. He also changed words like "musick" to "music" and "waggon" to "wagon," which the British have adopted.
