Why didnt they terraform a planet in the Solar system?

Because they have to keep the Solar system looking nice otherwise the land values would plummet.

The story is strongly anthropomorphic. So they chose a planet which already had conditions as similar as possible to earth, so our kind of people-dominated ecosystem could be established and maintained. Otherwise they might have created a home planet for who-knows-what kind of space beasties! Of course, that could provide several possibilities for sequels, but that was not the master plan.

Well it would still be a prison colony. And in that case, Star Trek: The Rape of Khan might not have done so well in the box office.

Yes, we have satellites in orbit of the sun. Also, we would have detected its gravitational effects on other objects.
