Why did p Ryan go through all of the trouble to draft an unbalanced budget?

I was just wondering, because his budget plan doesn't cut jack dempsey shit. He doesn't even propose cutting Medicare spending by more than 2%... and that is the biggest cut if I am not mistaken.

That said I don't get why anyone who doesn't want spending cuts is even worried about Ryan... he is a pro-deficit spending fiscal liberal.
