Why did Jean-Luc Picard speak with an english accent?

I guess no one respects the French.

But then one of my professors this year speaks with a polish accent, so over the phone people think he is polish instead of black, since this country is still racist.

Where did he develop a Polish accent? If he's from Poland, then I'd say that he's Polish.

And how in the hell would that make someone racist, anyway? If you hear someone on the phone speak in an English accent, and think that he's from England, does that mean you're racist against the English? I don't follow your logic.

He wasn't named Jean-Luc because he was french. His mother always loved International Coffees and named him after her imaginary lover...

The truth is during the entire series he was speaking in French, and when the universal translator spit out what he was saying into English, it did so with an English accent.
