Why CPU not upgradable?

I am looking for a laptop and read here in this section that CPU's are not upgradable. Is it because they are soldered directly on the motherboard? Or Motherboard manufacturers don't upgrade bios? I have never owned a laptop before and tend to see laptop as a miniaturized desktop. Thanks.
 
from what i've seen, it's mostly ultraportables that have soldered on chips. Mid to full size laptops tend to be interchangable.
