Why can't we stop scam completely?

Read this article and thought why don't they set up a fake account and lets see who will try to get the cheese?

Correct me if there is such thing as this right now. But I thought why not have an address where honest people can send the scam letter to, then those official can make up some fake address and a trap bank account. Whoever try to get the $ or etc they can be trace back and the mouse is trap and permanently remove.

We will always have scams as long as their are enough stupid people in the world that will buy into the BS and make it profitable. Stupidity is on the rise so I would assume that scams will be around a very very long time.
