Why can't my T-bird do 1.1gh?

I've tried everthing I can think of, from tweaking the bios to upping the voltage to 1.85v, to make my T-bird 900 run at 1.1Gh.
It's not running stable under Win98se.
Is this the limitation of my cpu or is there something else I'm forgetting? BTW, I have an Alpha HS.
