Why can't more scam artists get busted?

If I drive 9 miles per hour over the speed limit I get a 75.00 ticket.
But people can send me stupid scam emails trying to scam me out of thousands of dollars and nothing seems to happen to them.
If wouldn't be that hard to bust these people.
For instance the scam where they want to buy you car and they send you a fake check for 5,000.00 over the limit and you western union them the diiference after you got this fake check. Can't they put someone at the western union office and bust them when they pick up the money?
I know some people get busted but there are so many scam emails out there it seems like nothing is being done about it.

If someone was vigilant enough to follow through on a scam with a cooperative federal agency and a corresponding agency in the foreign country where the person picks up the money, then, sure, I guess they could.
