Why cant i access my files on my external HD it says Access is denied

btw: the HD used to belong to my old system rig and it still has the OS on it i just cant boot from it because the dell im using now doesnt have that option in the bios and im trying to access the Docs and Settings folder

Because it is the Documents and Settings folder.

You need to take ownership of the files. Assuming Windows XP: http://support.microsoft.com/kb/308421
