Why can't I make 640x480 DV into DVD without cropping?

I have some DV footage I shot using 640x480. Then I made it in the Windows Movie Maker, exported it to DVD quality AVI, then burned that into DVD using Windows Movie Maker.

I play it on my analog NTSC 4:3 TV set. For some reason, the DVD comes with with the edges cropped off. How do I get the complete picture in DVD showing on my TV?
