why can't I get apps on my blackberry?

I've had a blackberry for over a year, and there are lots of cool freeware apps I want to put on it, but I've tried at various times and always eventually have given up because I just can't get it to work.

model: 6200
lock: AT&T (I have no SIM card in it though)
OS: tried with both 3.7 and 4.0

As it is right now, when I go into Application Loader and hit Add and then select an .ali file, it says "No additional applications designed for your handheld were found"
